Payment does not automatically guarantee publication. All materials remain subject to editorial, legal, ethical and academic suitability review.
- Payment and Publication Conditions
Payments are processed through third-party payment providers such as Stripe. Scholar Bulletin does not directly store card details.
A completed payment indicates payment for a selected publication service package. It does not mean automatic acceptance, guaranteed indexing, guaranteed third-party journal publication, guaranteed ranking, guaranteed accreditation recognition or guaranteed permanent publication.
Scholar Bulletin may reject or request revision of any submission that is unsuitable, misleading, unauthorized, defamatory, legally problematic or inconsistent with editorial standards.
If additional work, extended editing, special formatting, translation, journal-specific preparation or featured placement is requested, additional fees may apply.
- Refund Policy
Publication service fees may not be automatically refundable once editorial review, processing, formatting, communication, administrative work or publication preparation has begun.
Refund requests may be reviewed case by case. Scholar Bulletin may decline refund requests where work has already started, where the submitter provided incomplete or unsuitable materials, where the submission violates editorial/legal standards, or where the submitter fails to provide requested information.
If a payment was made in error, the sender should contact the editorial office as soon as possible.

Scholar Bulletin is not responsible for technical failures, outages, account restrictions, payment provider issues, email delivery failures or data processing actions caused by third-party services beyond its reasonable control.
